I think it's the difference between a flick and a non-flick. If I "throw" the model (or camera), it can keep spinning. If I stop moving before I let go of the mouse button or lift off the trackpad, it should stay put there.
In this mode, there'd be no momentum from a Mighty Mouse scroll ball, ever.
