This has been a problem for quite a few years.  Voiceover users have noted for many years that when they do not have a screen attached, mac minis behave erratically, and often slow down considerably on many programs.  I know for certain, many bug reports have put into apple about this, but last I knew, it was still an issue.  I'm currently using an imac (with a broken screen) so it's not (currently) an issue for me, but both my ppc mini and my intel core duo 1.83 intel mini exhibited this behavior.  Thankfully, I do not have this problem on my current system.
So, I guess there is something to be said for all-in-one machines, even if the screens don't work. :)
