Swift and 10.9 base SDK

I was wanting to try inserting some Swift into my Obj-C app but didn’t get too far on Xcode 6.3.1 before hitting the following build error:

OS X targets using Swift cannot be built against an SDK older than 10.10, but the effective SDK is 10.9.

I thought that Swift on 10.9 was a flyer?
