Has Apple changed their push certified policy?

When I last did iOS push notifications, Apple required sandbox and release
certificates.

This meant that unless the build of the app had an entitlement for the correct
configuration, the wrong cert would be used and no push would be sent.

Do they now only require one?  I am seeing conflicting info.
