Notarization: basic questions

This whole notarization business is still pretty new to me.

I would like to notarize my screen saver, and distribute it outside the app
store.

I tried to read up on it as much as I can, but I still have a few very basic
questions.

As far as I understand, I need to enroll in the apple developer program,
in order to be able to notarize my screensaver - is that correct?

Is it possible for individuals to enroll in that program without paying the fee
of 99$ per year?
If yes, how can I do that?

If no: I think, we (the university) are also enrolled in the "iOS Developer
University Program".
Can that account be used to sign & notarize my screen saver?
If yes, what do I need to do in Xcode ?

Thanks a lot in advance for all kinds of insights.
