I've written this an ABC on this which is in the list archives somewhere.
When you are done calculating the table, PrintOpen 3 lets you
a. Choose 'Generate CRD' and build a default Perceptual CRD
b. Choose 'Generate CRD' and 'Direct' which builds a Relative Colorimetric
CRD.
Printopen 4 for Mac and PC doesn't support building CRDs, nor does
ProfileMaker 3X.
There is nowhere you can download the custom CRD into the RIP, so the
feature is redundant.
InDesign can create a CRD from your ICC profile for the printer, and
download that to the RIP.
However, the RIP is not obliged to use the CRD.
