The assumption that 1 Delta-E is the minimal perceivable step in L* is
incorrect. The human eye is capable of detecting a Delta-E difference of 0.5
or less in achromatic or nearly achromatic colors...
I don't suppose you have a reference for this, do you?
When I was working in color research at Tektronix Laboratories, the
rule of thumb was that the human eye could discern 60-100 different
values of neutral gray (depending on age, genes, phase of the moon,
how you hold your tongue in your cheek, etc.), although I'd be hard
pressed to dig up a reference for that figure.
