Spyder/Optical and Gray Scale

I've noticed that after calibrating (Precal/Optical w/ Spyder & mc7) my
monitor (Pressview 21SR) and creating a 21 step gray scale in Photoshop,
there are color shifts between the steps. Optimally, shouldn't this be
a perfect visually neutral scale? Would the Monitor Optimizer give
better results?
