Is there any reason why I could not just buy a 24" fixture from Home Depot

Depends on what you are looking to accomplish. Are you wishing to compare
an original or reference print to a digital output? Are you more interested
in balancing your viewing environment to match your monitor?
The fluorescent tubes found found at Home Depot may be 5000K but most
certainly don't match the D50 reference illuminant used in color conversions
with ICC profiles. Basically the 5000K fluorescent bulbs are better than
nothing but don't expect the world from them.
Professional desktop light booths provide dimmer controls to calibrate
light intensity to ISO 3664:2000 standard or forthcoming ISO 12646. Even
with the recent update to ISO 3664 there are assumptions that measuring
equipment surpassing the cost of light booth. I have fairly successfully
calibrated light intensity of a bunch of light booths with a Gossen meter to
evaluate each booth's qualities. In October there will an article published
discussing these challenges in detail.
