But unfortuneately, the epson driver changes the settings in the
quark print dialog, and the halftoning dropdown is greyed out on the
output tab. Also print colors is set to defined by printer. I
believe the epson driver basically takes over everything. I am
assuming that this is where you were talking about changing
halftoning from conventional to printer screen.
What other alternatives do i have, or what other settings might be
taking affect here?

Alas, I can't seem to find your original post. From the sounds of
where you are at two things come to mind:
1. In the print dialog box>setup: the printer chosen here may be an
RGB PPD or other which has only one screen parameter to offer.
Photoshop uses the current active printer in the AdobePS. Quark
halftone options begin and end with the printer PPD chosen in the
print dialog>Setup which then offers the available screen functions
available for that printer. Also, if under the Profiles dialog box
you have a CMYK Composite or Separations printer profile chosen as
your output it then grays out the Composite RGB option. This might
affect your available screen options. If you have an RGB Composite
Printer profile chosen here this may also affect your available
options. Try turning both Composite and Separations profiles to None,
see if this affects your Halftoning options.
2. i don't use an Epson RIP, so I'm just setting myself up for a
spanking from someone who does.
I only have PPD for the Epson 3000 (cmyk). It offers both
conventional and printer halftoning. Which PPD are you using?
