ColorVision's DoctorPRO definately fits your both-directions, and all-at-once
requests (1 and 2), and I use it regularly for neutral axis editing (3), the
only question would be how to get Photoshop's global editing tools to select
saturated colors without neutrals for editing (4)... might be a method
somewhere.
