Can anyone tell me why all of my drop down menus in ColorSync 3.0.4
control panel are greyed out? I can not change my input, output or even
my display profile. OS 9.1, G4, 450.

It's quite possible you have the Colorsync Control Panel active in the Control Panel Folder and the Colorsync Extension disabled. I'd go there first.
