Can think of a couple possibilities off the top of my bald head:
* Poor quality monitor profile (try either different monitor profile
(generic one?) or try a different workstation).
* Make sure the "Pixel Doubling" option is UNchecked in your Photoshop
"Display and Cursors" prefs.
