The industry standard part is the ICC monitor profile.
You calibrate the monitor to a known white point and gamma, and you
record the colors of the phosphors, in either CIE Lab or, more
commonly for monitors, CIE XYZ.
It doesn't particularly matter, within broad limits, what white point
and gamma you choose for your monitor, all that matters is that the
profile records it accurately.
Basically, the monitor is calibrated to some known Lab or XYZ values
in teh same way that a ruler is calibrated to inches or centimeters.
It isn't calibrated to some other device, just to some known
device-independent color values.
