If the Master CD is a PhotoCd and you want to burn a new PhotoCD it
can only be done with Kodaks own burner and software. The special
Kodak PhotoCDs has a code that prevent any other software to burn
them or copy them.
If you have created .PCD files directly on a hardisc you would be
able to burn them on any CD since thy are ordinary files. Likewise
you can copy the .PCD files to a harddrive and then burn them on any
new CD.

This is a little off-topic (maybe a lot -- sorry!) but I figured a
lot of you out there have some experience with Kodak Photo CD.
I decided to give it a try recently, just to see for myself. I won't
comment on the scan quality. But here's what frustrates me:
1) I wanted to make a copy for a friend by burning a CDR. Using
Toast 5 Ti, I get a System Error (before burning) if I try to use
Copy (so can't use Copy), and I get a verification error (after
burning) if I drag it over as a data disc. In the latter case the
burnt CDR is more or less fine on my Mac, but shows all files
(including Mac-only ones) on a PC, unlike the master disc, even
though I chose the hybrid format when I burned the CDR.
How do I make a copy of my Photo CD to distribute my photos?
2) There is a slide show viewer for the Mac on the original Master
Photo CD, but no such beast for PC -- why not?
3) What profile (if any) should I assign to these scans when I open in PS6?
