When is Colorsync active?

Is Colorsync (or ICM, I am curious about both platforms) doing anything until its services are called for by an application? For instance, if I select an untagged photo for a desktop image, I don't get asked if it is Adobe98 or sRGB. It seems bringing the monitor into a calibrated display state is a matter of loading LUTs into the video card that is done once at startup only. And, if ACE is chosen as the conversion engine in Photoshop, does that mean that Photoshop is handling ALL of the color management internally, instead of Colorsync, or are the "ACE" parameters being passed to Colorsync?
