Are all 2000P9s this bad or is there something I can do to rejuvinate it?
Not much you can do; you are seeing the gamut of the 2000p on that paper, at
that media setting. Your only alternatives are to try other media settings
(including ones that don't match the type of paper you are using) or try
different papers. Gloss and Luster typically have a better gamut (color
range) than Matte, with Art papers being the weakest of all.
Once you have built a profile, if the results are not as bright as your raw
colors, then you can start looking at the effectiveness of the profiling
system you are using, but for the raw target print, that is not a factor.
