PaintShopPRO is a Windows application, so this is not a ColorSync question.
But the short answer is that PSP offers * bit per channel, raw RGB only, and
the only way you can control it is through Windows ICM2 settings, which are
what you are bringing up when you hit the color management item in PSP. The
simplest solution is to succumb to an sRGB workflow: use an sRGB HP scanner,
or if your scanner is smarter than that, convert from your scanner profile to
sRGB in the scanner software. Open in PSP and process as desired. Saved files
will not be tagged, but when opening into a color managed application, set
the source as sRGB; or print from PSP and sRGB will be assumed for you.
PictureWindow (or ideally the full version of Photoshop) will offer you much
more color control.
