Yes to both.

Apple defined the tag shortly before releasing ColorSync 2.5. Shortly
means shortly before the Seybold announcement. Shortly also means
that say LOGO didn't implement (but that was before ProfileMaker
appeared in the US). A talk with Steve Swen circulated offline to
push the concept of the VCGT / Monitor Calibration Framework.
The application that writes the monitor profile also has to write the
tag. And if your application lets you select a monitor profile in
addition to the ability to select the profile in the Monitors panel,
then that application must also set up the function right. So you can
have a monitor profile with a VCGT tag but not get the effect
depending on where you select the profile.
