I think the confusion comes from the fact that the CIE Standard Observer
functions are greater than zero from 360 to 830 nm, but in the neighborhood
of these two extremes, the functions are VERY small. So it comes down to
what threshold you choose to decide whether a value is close enough to zero
the treat it as though it really IS zero. Looking at these functions plotted
out may be helpful. These graphs are commonly available (I have EPS files on
my web site for downloading, which I made with a program that referenced the
official 5 nm CIE data, so I know they are correct).
