FYI, a 21-step grayscale having step increments of one-half stop per step
would have the following equivalents, assuming a "relative colorimetric"
interpretation, that is, the whitest step maps into a perfect digital white
(best when viewed with a fixed spacing font):

Step RGB 2.2 RGB 1.8 L* Density
---- ------- ------- --- -------
1 255 255 100 0.000
2 218 210 87 0.151
3 186 174 76 0.301
4 159 143 66 0.452
5 136 118 57 0.602
6 116 97 49 0.753
7 99 80 42 0.903
8 85 66 36 1.054
9 72 55 30 1.204
10 62 45 25 1.355
11 53 37 21 1.505
12 45 31 17 1.656
13 39 25 13 1.806
14 33 21 10 1.957
15 28 17 7 2.107
16 24 14 5 2.258
17 21 12 4 2.408
18 18 10 2 2.559
19 15 8 2 2.709
20 13 7 1 2.860
21 11 5 1 3.010

The two RGB sets above correspond to two different RGB systems having gamma
values equal to 2.2 and 1.8 (which accommodates most standard RGB working
spaces).
