Maybe a little of both?
I think this is the case with most printing companies, both in Europe and
over here in the States. They have grown up and learned their trade from
people who learned it by the numbers. I believe this whole ICC
profile/ColorSync thing is viewed by them with a high amount of distrust.
In some ways I understand where they are coming from. For instance, there
aren't too many people I work with that I would trust to do their own CMYK
seps!
It may be worth investigating printing shops that are a little more
progressive and are receptive to the whole idea of clients managing their
own color. Those are the people you want to give your business to.
PS - I just recently prepared some files for a printing company in Italy
and used Adobe's "Euroscale Coated" ICC profile for both separation and as
a source space for proofing. In lieu of having anything more specific it
worked out pretty well!
