1. The Photoshop color picker is for Photoshop objects (aka the
document) in a one color space / one object document.
1a. The colors that can be picked depend on the size and shape of the
working space for the color mode of the picker.
1b. The picker picks color, it does not convert the object / document
to the color space of another profile.
2. The InDesign color picker is for InDesign objects in a multi color
space / multi object document.

2b. The picker picks color AND color mode causing a local object
profile to profile conversion between working spaces.
3. The Illustrator color picker is for Illustrator objects in a single

3b. The picker picks color, it does not convert the object / document
to the color space of another profile.
Rule (b) covers a color space conversion for a (local) object in the
document which is what InDesign does for RGB, CMYK and Lab. And which
InDesign, Illustrator and Photoshop do for premixed to process CMYK or
RGB or Lab. The difficulty lies in tracing this at the back end into
PostScript -:).
