Really? I'm surprised to hear this. What about proportionality failure,
where the saturation of the colour is reduced due to screening? Hence, a
50% tint at 80 line appears less saturated than one at 150 line, appears
less saturated than a fine stochasic screen. A solid at the same tone
should appear most saturated because there will be no dilution of the
colour by wavelengths that should have been subtraced out, but weren't
because they hit the paper and never passed through the ink film.
