That address worked to download the installer for me at 1:30, Sunday the 22nd.
I found the page of the Epson France site that points to the file:

Unfortunately, there is no more information about the file. I think
the 'pilotes' means beta-test software, but I don't know for certain.
I went part way through the installation program and there is no
documentation up to the point at which it wants to install. Since it
insisted on no other programs running I quit it, assuming that it
would alter files in my current system folder rather than just giving
me a folder of files that I could place myself. I may try it again
later from a test system.
