There is no technical reason for spectral data derived profiles
to be perceptual only, either in regard to allowing for
non standard illuminants & observers, or in allowing for
paper whitener compensation.

Again, there is no technical restriction to perceptual intent.
A perceptual profile is a colorimetric one with a gamut mapping
applied to it. The profiling part is what makes use of any
adjustments to the colorimetric values (illuminant, observer,
paper whitener), and so is there as a base on which other intents
are built. Of course a profile with a non-standard illuminant
and/or observer is not strictly ICC, and will only be meaningful
when paired with a profile that uses a similar illuminant/observer.
