Well, more expenditure is never what we want to hear, but I suspected this,
so it's helpful to confirm it. Are there recommendations out there about a
good monitor choice for a very limited budget?

You've asked for a tall order of help. I'll begin by simply stating that
your first step should probably be to get a new monitor, from which all
other image decisions will be based.
As you may know, monitors begin to go downhill from the moment you first
turn them on. On average, you'll be lucky to get 3 years out of a monitor
for critical color. Since you're twice that amount already, your monitor is
not a reliable place to judge color and contrast.
