I agree. It should be the default but there may be situations where
you'd
want to alter that in production work with untagged files. I totally

with Chris about this up to the point of making it hardwired. Make it
as
close to this as possible but have a "back door" where other
assumptions of
the color can be used.
I think it's asking for trouble, to have a bunch of non-color managed
apps capable of having inconsistent display of untagged images by
design. If you don't like sRGB, don't keep untagged images around. Tag
them with something appropriate. Untagged RGB workflows with user
selectable assumptions are bad news, it's not at all like untagged
CMYK.
I think there are ways to fulfill the need to have flexibility in OS
level color management (again, not speaking about the major
applications since they do things their own way), while also making it
simple and safe for MOST users.
Before I can agree to having a user selectable assumed profile for
untagged images, I'd need to hear about specific examples why this is
really necessary. How is it that a workflow would have large numbers of
untagged RGB images floating around on the system, OUTSIDE the context
of the major applications, such that assuming something other than sRGB
would be necessary?
