The paper seems to be a bigger variable than the black ink. On any
paper, you'll see significant changes in Lab values in the first
hour. I generally recommend letting the target cure for 24 hours to
be completely safe. (Actually, I just set the Spectroscan to keep
measuring until the delta between passes is about at the threshold of
instrument variability, but that's not practical for everyone.)
Most of the Epson papers I've tried benefit from 12 hours of curing.
The other 12 hours is a safety margin.
