That's not the case. The data comes into a profiled environment tagged, in a
known colorspace with an appearance that matches what the user saw and
expected (and wanted) in the plug-in. What more do you want? Oh, the ability
to use a custom ICC profile that isn't necessary nor conducive to selling
targets or other software that makes profiles.
In Photoshop 4.0, you could open or deal with an RGB file and it was
ambiguous data, shown in multiple appearances on every users machine
(because it wasn't color managed). Camera Raw does none of this and in fact
follows all the roles of a well behaved module living in a very robust ICC
application. It has NO relationship to Photoshop 4.0 behavior and the fact
you think it does makes me wonder what you've been smoking lately <g>
