Adobe developed a free plugin to correct this boring feature of PS under OS
X. You can download it for free in the following link

Adobe claims are:
Beginning with Mac OS X v.10.2 (Jaguar), Apple has reserved the keyboard
shortcut Command+~ (Tilde) to cycle through an application's open document
windows. This change conflicts with the behavior of the shortcut in Adobe.
Photoshop. 7.x (selecting the image composite in the Channels palette or
selecting the master channel in the Levels and Curves dialog boxes). To
restore the behavior of Command+~ in Photoshop 7.x running in Mac OS X
v.10.2, place this plug-in in the Adobe Photoshop Only:Extensions folder
within the Adobe Photoshop 7 Plug-Ins folder.

I have to confirm this position. But the major problem is not Quark, and so
the people9s afraid of use something they are not still awaired with. OS 9
was a 3bug party2, if you allow me to say, and OS X is more technical and
can restrict user's actions if you have a good Systems Administrator around
(eg. Install games and pornography stuffs). OS 9 is open for everyone even
in the great departments and large companies, where there are a great number
of employees Of course, if you ask a Quark or Office user what they think of
a move to OS X they will probably ask you to throw OS X in the Hell ! Most
of Apple users are kiss (keep it simple stupid) fans, and that9s a great
controversy because Apple where made around of user friendliness' Not for
our surprise Apple recently announced new slogans, such as 3think
different2. 3Think different2 not only about PC (switcher campaign) but also
about 3old2 technologies like OS 9.
The other point is Quartz (and here you have a lot of reasons to become a
3switcher2 if you are concerned wit ColorSync and Color Management). Quartz
is much more than a marketing appeal name used to make people believe that
Apple make things the other can9t do. Quartz is revolution. Quartz is a
complete new framework where things where made from the ground to be
graphically precise, concise and smooth. Beyond of PDF 1.4 support and Aqua
is the fact that every pixel drawn on the screen is ColorSync compliant
(even a Word or PowerPoint spreadsheet). But what surprised me was the
difference I noted in PhotoShop9s behavior before and after we installed and
used it with ICC profiles along with Systems 9 and X. This is a complete new
thing indeed ! Colors are matched smoothly and accordingly in OS X and
roughly and erroneously in OS 9 (with the same profiles, CMMs, Color prefs,
Display calibration, etc). Since that, at my company, we established that
PhotoShop will only work in OS X stations and we are planning a gradual
training of the PhotoShop retouchers to move them towards OS X. The first
jobs we done seemed more complicated and slower but the precision and
security in the results compensates for that. Operators are even stating
that despite of slower, the system allow them two double their performance
or use more applications at the same time with better CPU usage.
