Yes, there is something inherent in scanner and camera profiles that would not allow one to convert into such spaces from other profiles.

According to the ICC Specification, scanner and camera profiles are required to be source spaces but they are not required to be both source spaces and destination spaces.

Monitor profiles and printer profiles are required to be both source spaces and destination spaces.

This is not to say that a scanner profile would be illegal if it were bidirectional. Just that in the minds of the architects of the ICC Specification the concept of converting into a scanner space for simulation did not make much sense.
