If you work in InDesign, with a profile built by printing a profiling target
on your yellow paper, then the document will automatically be "painted"
yellow, and all Pantone and other color definitions in the document (photos
too) will show on screen, and proof, with that yellow component added. This
will allow you full flexibility for spot and process colors on screen and in
proof without losing that Yellow Pages flavor, or introducing a bogus yellow
element. The artists could then build their vector art in Illustrator either
as generic CMYK or K only art, or they could use your CMYK profile with the
yellow whitepoint, which ever makes the process simpler for you. This way you
get a real page layout app for laying out your pages, and a vector art app
for the vector art only.
