Yup, that's more or less what they do from what they have explained publicly.
But actually my point was that if you know the spectral properties of what
you are measuring (a limited combination of colorants and substrates) then you
can design an inexpensive relative densitometer or colorimeter that performs
calibration extremely well for the intended combinations but may not work well
at all for other combinations.
