Printer calibration system under $1000?

I was wondering if anyone has any ideas for setting up the best system to
calibrate CMYK printers for under $1000. There is one commercially
available system made by Colorvision that includes a spectro that appears to
be made by Color Savvy and ProfilerPro software. Does anyone have any
feedback, positive or negative, about this system? Are scanner-based
profiling systems a waste of time? Any good older systems that I might look
for on Ebay? For instance, is there any way to use an old X-Rite DTP-32 to
create profiles using any of the newer software? Lord knows, I9ve seen
enough of them rotting away in IT closets...

This would be to profile low to mid range laser printers as well as color
plotters in offices with high expectations but low budgets. I9m open to any
clever ideas.
