You convert when you want to send the file in output space to some device.
You convert if the driver can't support the conversions (like the Export
module for the Fuji PG line of printers), or if you want to edit after
conversions.

That's why you correct the RGB Working Space "Master" to look as good as
possible, then duplicate and edit using the soft proof for a specific output

No, you don't have to mess with the Working Space setup in color settings!
That's only really going to come into play for untagged files and new
documents (and the later changes in Photoshop CS as you can now create a
file in any space you wish in the new "New Document" dialog).

Yes but they are both doing different things so keep that in mind.
