Indeed... I didn't mention this as I figured Workgroup Manager had been
ruled out (maybe it's not being used)... it seemed like we were down to
desperate measures :)

allowed to tweak display preference, set the group owner of the display
preference pane and strip other access. Then add appropriate people to
the group.
This will, I believe, get reset by any Repair Permissions operation,
which is why I avoided a permissions based fix.
Or, you could manually stick the XML bits in the user account that
Workgroup Manager puts there to effect the restrictions.
Now this I hadn't thought of, or even known about. Are all Workgroup
Manager settings usable in this way without running Workgroup Manager?
If so, I'm surprised no one has come out with a WgM clone if it's just
a UI to account settings that work without it.... then again, maybe
someone has built such a beast?
Mucking around in /System is bad for 101 reasons and the copies of the
preference pane stashed elsewhere will be missed with system updates.
I agree... though this isn't the worst of such /System hacks. A missing
prefpane should generally not be missed, though as you said it will
likely be skipped when you install an update that touches it.
If he can avoid it, it would be best - but it sounded as if all other
options had been exhausted, and if the original poster really must lock
down the display settings then this'll do it. At least with OSX we can
do such things if we really want/must!
