It's a failure in my opinion. Low gain and high print contrast will make that press relatively more difficult to keep in control throughout a press run than one running to the recommended gain/contrast, to say nothing about the fact that they will not be able to match customer supplied "generic" separations. Oh, and they will need to re-write the whole Pantone Process Guide to fit their press conditions! Can color-management solve this problem? Yes. But it makes a whole lot more sense to bring your print conditions towards a standard than to stubbornly insist that you're "exceeding" the standard.

Just my $.03 worth. :-)
