The Pantone Solid in RGB guide lists Pantone Warm Red C as having the sRGB values R: 245, G: 64, B: 41, so I would say neither of your methods are getting the values Pantone specifies. If I select Pantone Warm Red from the Pantone Solid Coated palette in Photoshop CS, while in sRGB, and check the Picker values, I get 252, 61, 50, which is closer, but still not exact...
