A profile simply records the perceived color a device produces when
fed specified numeric data. A profile can't control dot gain, or any
other mechanical variable in the print process-it simply tells the
system what color the device will produce if it's in the same state
of mechanical adjustment as it was when you printed the target from
which the profile was built.
If your goal is to adjust for different gains on different (but not
too different) paper stocks, the easiest way to do so is to apply
transfer curves in the platesetter. Build a profile from a stock that
represents "average" dot gain on your press, whatever that may be,
then make the 1-4% adjustments for other stocks via transfer curves.
Color management lives and dies by process control, but it doesn't
interact with process control directly. If you don't have your
process under control before you profile, you're chasing a moving
target with a rubber ruler!

Gain. I have often wondered at the lack of control over this very
important aspect when generating cmyk profiles. This is one of the
attractive aspects of Photoshop dot gain tables. I am glad to see some
discussion about this on this list. (I am not trying to be provocative by
bringing up Photoshops dot gain tables, so please lets not drift down that
road).
