Actually, I was promised by the head of color management at MicroSoft at one
time (in public, on this very list; an archive search should find it) that all
future MicroSoft products would use .icc as the default (rather than a
secondary) extension, and that MicroSoft documentation for developers would also
reflect this change, so that color managed applications on the Windows platform
would be sure to recognize this file name extension as well.
That promise does not seem to have ever materialized...
