Profiling a Xerox 7700?

I am making a custom profile for my Xerox 7700 which I plan to print only
from PhotoShop 7/8 using the Xerox Driver. Should I create a cmyk profile
using tc3.5 target or profile it as a RGB device using the Atkinson target?
