csf file vs. profile

I'm a photographer who is putting together an ad for myself in a source book.
Probably one of the most important vehicles in generating clients.
The printer has provided a "settings" file a .csf file for photoshop.
Wen this .csf file is invoked the working spaces are:

RGB "monitor RGB (calibration/profile file)"
CMYK " Eurostandard (patinato), 15%, GCR, Bassa"

All my files are Adobe RGB 98- so I've concluded that the conversion should take place from this color space.

Pulling up the custom CMYK reveals:
(actually I'm not sure this really reveals the settings, since it does not seem to work if selecting "Euroscale Coated v2"
- instead SWOP settings show up - but still the settings below are the same as indicated by a screen grab they provided )
Eurostandard (patinato)
Dot Gain 15%
GCR
LIGHT - black generation
100% black
370% total ink
UCA 30%

my questions:

Does not this approach harp back to PS4 conversion engine and is not as good as a properly profiled approach ?
(the printer is Mondadori in italy and another source book using the same printer indicated a profile rather than a .csf file
I think it was Euroscale coated v2)

Several of my main images have a lot of neutral tonalities in them, so would it not be better to generate a heavier black plate ?

Conversion has been preselected as Relative Colorimetric w/ BPC.
I'm under the impression that Relative Colorimetric "clobbers the shadow detail".
Is that so and does BPC remedy this ?

I'm trying to pay particular attention to all this since my experience over many years is that my images always suffer.
Flat, fuzzy and off color. Yes, I am demanding and I know this printer is one of the very best, but still .....
