I'm encountering the same issue [euroscalev2 spec'd from one
sourcebook and a .csf file from another; both using Italian printer].
I've seen proof back on the euroscale spec'd and it exactly matched
the Kodak Approval that I'd provided.
I'm not sure that there's necessarily much of a 'quality' issue
between using the euroscale profile vs the provided .csf as long as
you have a proofing setup you can trust [I use either my profiled
fuji pictro and/or trusted Kodak approval from external vendor]. The
printer 'should' be able to reasonably match the supplied proof.
My worry is the middleman/publisher in this process. The flawed .csf
approach is not reassuring but the monitor RGB problem can be easily
worked around as long as you're aware of it.
we should compare notes once everything is published and report back.

same printer indicated a profile rather than a .csf file. I think it
was Euroscale coated v2)
