CIE-94 isn't easily reducible to a "formula", at least not without
it ending up being huge (maybe someone has slogged through this exercise).
It's much simpler when intermediate variables are used in its calculation,
hence a "procedure" is a more natural way of doing it. In something like
Excel, this means using Visual Basic to create a custom function. (No,
I haven't tried to do this, as I'm not familiar with Visual Basic. My
CIE94 deleta E is coded in C).
