PDF/X-1a prohibits CMYK profiles in images. PDF/X-2 does allow ICC
profiles for images (or any other object in a PDF page) though the main
goal was to be able to have RGB profiles. CMYK profiles for objects on a
page can be annoying as they typically trigger re-separation which very
often is not desired.
As a rule of thumb one can say: avoid CMYK profiles for objects in a PDF
page (whether images or any other type of object) unless you have very
specific reasons to have CMYK profiles.
