I believe the statement was only about TIFF/IT - a special flavor of TIFF
that can handle CT (continuous tone) and LW (line work) data as
independent layers of the actual image/page. TIFF/IT was and to a certain
degree still is widely used in gravure printing and for exchange of
magazine ads. In these areas (at least magazine ads, not sure about
gravure printing as such) PDF has become much more wide spread in the
last year or two.
TIFF/IT doesn't have anything to do with the type of TIFF a photographer
is dealing with (which consists just of one continuous tone 'layer'). And
you are probably right when you believe that 'plain' TIFF (as well as
JPEG) are going to remain the most important image file formats for the
years to come.
