Ambient at monitor face - 7 lux

For a little context, this is a room with a
fairly large southeast-facing window, covered
with a regular venetian blind. It's far from
being a cave-I used to do that back when displays
maxed out at 85cd/m2. The monitor has a hood, and
is approximately 12 feet from, and perpendicular
to, the window. Above readings taken around 1PM
on a bright overcast day. Direct sun on the
window would raise the ambient level a bit (I'd
guess around 15 lux) but has no effect at the
monitor face-I've measured that in the past with
daytime results that are invariably between 6 and
8 lux.
For room illumination, I have three 50W Solux
4700K 360 spots. When they're all turned on, the
ambient at my working position is around 75 lux,
but I rarely have them all turned on when I'm
actually working at the computer. 200 lux is a
really bright fully-cranked office fluorescent
scenario. If that's the condition to which you
want to tailor OS-level color management, I
suggest you focus your energies on a solution for
the severe metameric mismatch between office
color printers profiled at D50 and office color
prints viewed under Cool White Fluorescents...
Sorry, that was sarcastic. What I really mean to
say is that in my humble opinion, you need to
make sure that you have things working in a way
that satisfies the needs of those who actually
care about, monitor, measure, and charge for or
pay for accurate color before you go off and
solve all the world's color management problems
automatically.
