Not surprising if you realize that the ANSI/CGATS IT8/7.4 is a superset
of the ECI2002 and includes patches required for the packaging and
flexo markets. This was the original objection to the ECI: it ignored
input from these two significant users of color management. In recent
conferences I've been in for these industries the target has been met
with a lot of anticipation, because the ECI while an improvement over
the IT8/7.3 still didn't give them what they were looking for. The new
IT8/7.4 can still fit on a A4 or US letter sheet (though I prefer
making it somewhat larger for averaging sake) and, in it's visual
layout, places patches adjacent to the ECI target so that the ECI
target is still clearly distinguishable. It also has a scrambled
version which has been optimized to minimize printing effects such as
ink starvation.

I'd use the ECI2002 target.
On a related note, the readily available ECI2002 target supported by a
growing number of profiling package (ProfileMaker, PrintOpen and soon
others) is still not accepted in the US by the ANSI/CGATS authorities
as
'suitable' for characterizing print process...
... which is surprising, since the ECI2002 target is a superset of the
IT8/7-3 target that was regarded "suitable" for years.
