Supplied RGB

In todays reality more and more supplied images are being sent in to
prepress houses, either in rgb or cmyk and supposedly ready for print. We
all know this last remark is a little bit of a fallicy. If one were to
create a small, not too technical white paper as to how to properly submit
rgb images - what would one say? Photographers should supply rgb images
embedded with sRGB or Adobe98 or ColorMatch - what would be best? And as
far as designers are concerned, I suppose the same thing applies.
Designers, however probably create their work in their own color space.
Should they convert to something like sRGB and embed the image before
submitting the image? There should be simple rules of thumb for supplying
rgb images - what are they? TIA
